Fire Bolt: 49% damage / (1.0 + 1) sec = Lightning Bolt: 22% damage / (0 + 1) sec = Now the damage output of all these three skills don't look that different anymore. Regarding the initial quotation, The Fireball would also have a 1sec casting delay, which increases the total recast time to 3sec.
